Strategic Housing and Economic Land Availability Assessment and Call for Sites
The Strategic Housing and Economic Land Availability Assessment (SHELAA) is a technical document which provides information on sites; submitted by Landowners and Agents, for potential housing, economic development, Gypsy and Travelling Showpeople, Self Build housing etc. in relation to their suitability, availability and achievability. The SHELAA will only identify sites which have been submitted to the council, it does NOT allocate sites. The inclusion of the site in the SHELAA does not imply that the council would necessarily grant planning permission.
The SHELAA will only cover the part of the district which is NOT within the South Downs National Park. The South Downs National Park produces their own SHLAA and is available to view on their website.
Call for Sites 2025
Have your say in shaping Winchester’s future.
As part of preparing our new Local Plan, Winchester City Council is launching a Call for Sites in October 2025. We’re inviting landowners and agents, to suggest land that could have potential for future development.
What is the Call for Sites?
This process allows us to identify land in the Winchester plan area that may be suitable for:
- Housing
- Employment
- Mixed-use proposals
- Gypsy and Traveller accommodation
- Green sites (separate form to the Call for Site)

SHELAA Site Submission
Please submit new sites and re-submit sites already included in the 2023 SHELAA.
This is to confirm:
- The land is still available
- The landowner’s intention remains unchanged
- There is any updated or new supporting information
Sites from the 2023 SHELAA will not be automatically carried forward.
Call for Green Sites
In addition to the above, the Council is also undertaking a separate, but related Call for Green Sites to better understand what land may be available for the following purposes:
- Open space
- Offsite biodiversity net gain mitigation
- Nutrient neutrality schemes
The aim is to compile a live directory of sites that may be suitable for such uses, helping to bring forward for potential use. If you wish to submit a site solely for these uses, please complete a Call for Green Sites form. Please also confirm that the Green Site is within your landownership.

Deadline: This Call for Sites will run until Friday 14 November 2025
