Self-Build and Custom Build Register
Since the introduction of the Register in 2016 it has been subject to review and a number of issues have come to light. A January 2025 Position Statement has been prepared which sets out these issues and the Council’s position regarding the need identified in the Register as at 30 October 2024. It also sets out the progress made in permitting self and custom build dwellings.
In accordance with the Government’s aim to boost housing supply by supporting self-build and custom building, the Self-build and Custom Housebuilding Act 2015 places a duty on certain public authorities to keep a register of individuals and associations of individuals who wish to acquire serviced plots of land to bring forward self-build and custom housebuilding projects.
Winchester City Council’s Self-Build and Custom Build Register was launched on the 1st of April 2016.
As part of our obligations for keeping a register we must report back to the Ministry of Housing, Communities & Local Government (MHCLG) on the number of people on our register and the number of permissions granted for self-build and custom build plots.
