Inner Area Residents - Who Can Apply?
This season ticket allows extra parking options for eligible Inner Area Parking Zone residents who have most difficulty finding available parking to use some of the long stay pay and display car parks.
Residents who live within the Inner Area Parking Zones (B, C, M, N, P, Q, R, S), whose property qualifies within the Residents On-Street Parking Permit Scheme. This season ticket is not available to residents whose property does not qualify for On-Street Parking Permits or whose property is situated within any of the Outer Area Parking Zones.

Documents Required with application
Proof of Residency – (all applications)
- Council Tax Demand (Most recent)
- Household utility bill – Water / Gas / Electric Bill (issued within the last 3 months)
- Signed Formal Tenancy Agreement
- A letter from an instructed Solicitor or licenced conveyancer confirming completion of house purchase (if applying for tickets at time of occupation of property)
Proof of Vehicle Ownership
- Vehicle Registration Document
- Insurance Certificate (most recent)
- Hiring/Leasing Agreement
- If the vehicle is a company car - A recent letter from your employer confirming that the vehicle is owned/leased by the company and that you are the sole keeper and user
- If you have purchased the vehicle within the last month - Garage bill of sale or insurance cover note
If you change your vehicle before the expiry of your ticket, you should return the season ticket to Parking Services, with proof of your new vehicle and a replacement can be issued free of charge.

30% Residents Discount
This season ticket allows the same parking options as the standard Car Park Season ticket, but is available to qualifying residents on an annual basis at a 30% discount cost.
Please note: From the 1st December 2025, prices for central car parks and their associated season tickets will be increasing.

Who Can Apply?
Residents of Winchester who live within a qualifying property of the Hampshire County Council On-Street Residents parking permit scheme. This discount is not available to residents whose property does not qualify for this scheme.

Price
For season tickets due to start before 1st December 2025:
Between £940.00 to £2318.50 per year depending on which car park group opted for.
For season tickets due to start from 1st December 2025:
Between £940.00 to £2395.40 per year depending on which car park group opted for.
