Residents On-Street Parking Permits

IMPORTANT: The management of on-street parking including the issue of parking permits has moved to Hampshire County Council (HCC) on the 1 October 2023 and applications for residential permits will need to be made to them. Visit https://www.hants.gov.uk/transport/parking for more information and how to apply.

If you hold a current and valid paper permit issued by Winchester City Council with an expiry up to and including 30 September 2024 we will remain responsible for considering any applications for either the refund of; duplication of the permit in the case of it being lost or stolen; or replacement if you have changed your vehicle. Resident and Visitor permits must be displayed on, or adjacent to the near side of the front windscreen of the vehicle so that all the details on the front of the permit are clearly visible. Failure to correctly display any permit may result in the issue of a Penalty Charge Notice (PCN) by Hampshire County Council.

If you have a current Resident permit and you have changed your vehicle please use Change of Permit Details form to request a replacement.

If you have lost your permit or had it stolen a duplicate may be applied for using the Lost Permit application link on this page.

 

Concessions for Inner Area Residents
Holders of Inner Area Resident parking permits (Zones B, C, M, N, P, Q, R and S) may on Saturdays and Sundays, continue to park free in the following Winchester City Council operated, pay and display car parks: Cattle Market, Chesil Multi-Storey, Coach Park, Gladstone Street, St Peter's, Tower Street and Worthy Lane.

This applies to Resident permits with an expiry date between 30 September 2023 and 30 September 2024. Please continue to display your Resident permit clearly in your windscreen, even after expiry to continue to receive this concession.

This concession is not available while displaying a Visitor permit, Visitor Scratchcard or any permit for the Outer Area.
