Residents On-Street Parking Permits

IMPORTANT: The management of on-street parking including the issue of parking permits has moved to Hampshire County Council (HCC) on the 1 October 2023 and applications for residential permits will need to be made to them. Visit for more information and how to apply.

If you hold a current and valid paper permit issued by Winchester City Council with an expiry up to and including 30 September 2024 we will remain responsible for considering any applications for either the refund of; duplication of the permit in the case of it being lost or stolen; or replacement if you have changed your vehicle. Resident and Visitor permits must be displayed on, or adjacent to the near side of the front windscreen of the vehicle so that all the details on the front of the permit are clearly visible. Failure to correctly display any permit may result in the issue of a Penalty Charge Notice (PCN) by Hampshire County Council.

If you have a current Resident permit and you have changed your vehicle please use Change of Permit Details form to request a replacement.

If you have lost your permit or had it stolen a duplicate may be applied for using the Lost Permit application link on this page.
