Local Land Charges
The Local Land Charges Department provides information to solicitors and other conveyancing professionals, as part of the conveyancing process for land and property sales.
The service provides information on various matters that may affect a property. These include details of planning permissions and restrictions, highway rights and proposals, development proposals for the property, environmental health notices, and building control matters. This information is used by solicitors to advise clients, as part of the process of buying a property.
On average the department deals with around 4,000 searches a year and our turnaround time for a search is still approximately 10 working days.
A Common Misconception
When requesting a search, there is a view that the search will reveal proposals on nearby or adjacent land or properties, this is incorrect; your search will only show information on the property or land requested. There is however, one exception and that we will reveal proposed road and rail schemes within 200 metres of the property.
Who does the Water search?
Winchester City Council does not deal with water and drainage enquires. Southern Water is the authority for the Winchester district. They can be contacted at:

Information regarding Roads and Public Rights of Way (Box C of the LLC1 form)
Subject to a maximum of three additional roads, all roads must be named, the phrases "all roads abutting, any roads abutting, or roads in the vicinity" are invalid for the purpose of the search. If however, the road is un-named, please ensure and state that the road is marked clearly in colour or hatched in colour on an up to date Ordnance Survey Plan.
Requesting an Official Search
There are three ways to request an official search:
- Post - You can send your request accompanied by an ordinance survey or land registry location plan with the property in question clearly outlined in red along with the fee (cheques only made payable to Winchester City Council) by post to Local Land Charges Department, Winchester City Council, Colebrook Street, Winchester, SO23 9LJ.
- Email - We now accept requests by email to firstname.lastname@example.org To use this service, please email us your request using the official forms and accompanied by an ordinance survey or land registry location plan with the property in question clearly outlined in red and a contact telephone number, and we will then contact you with the correct fee to pay by debit/credit cards. Please note that we are not able to accept email requests if you wish to pay by cheque.

The Council has arrangements with TM Search Choice for the provision of official searches.

Please note that fees for official searches are non-refundable as work commences immediately on your search on receipt.
Any person may request a personal search and veiw only the Local Land Charges Register free of charge.
You can now submit on line, but still only a maximum of 4 requests at a time please, within the 10 working days as before. You can come to our reception anytime from 9.00 till 4.30 to collect your searches.
There are now no restrictions as to when you submit your form, but you will need to attach the correct plan, clearly outling the property in red with form.

Requesting copies of Agreements
If you wish to have a copy of an agreement or tree preservation order shown on your search, please email your request with the address of the property and the agreement number to firstname.lastname@example.org
