Stanmore Planning Framework

Stanmore Combined, Winchester City Council and Hampshire County Council collaborated to create a Planning Framework for Stanmore, which covers the Stanmore area east of Romsey Road to the railway line and north of Badger Farm towards Sleeper’s Hill. The Planning Framework was published in 2013 and sets out a shared vision for the area to guide its future regeneration. This will allow the various bodies that operate in the area to prioritise neighbourhood need, identify individual neighbourhood issues and the actions necessary to improve the area. The document takes a long-term view, extending over the next decade, to ensure decisions affecting the future development of Stanmore are compatible with an overall agreed vision for the neighbourhood.

The key issues for Stanmore identified were:

  • Tackling anti-social behaviour
  • Managing student housing and houses in multiple occupation (HMOs)
  • Providing affordable homes for local people

Provision of a doctor’s surgery was the most-mentioned new facility that people wanted to see, and there was general agreement that further investment was needed in community facilities.

There was agreement on a number of sites for new homes, but residents were more concerned about development on allotments, Somers Close and Wavell Way. There was general agreement too on other improvements, ranging from play equipment and pitches to traffic calming and additional parking.

Progress has been made on various projects and initiatives linked to the Stanmore Planning Framework and these were summarised in an update document published late in 2014, which was distributed to all homes and organisations in the Stanmore area.
