If you wish to perform carols during the month of December to raise money for charity or another non-profit organisation, please complete an the application form. 

If you wish to perform carols within Winchester city centre, you will be allocated a two hour time slot at the Buttercross statue. These slots are typically 09:00 to 11:00; 11:00 to 13:00; 13:00 to 15:00; amd 15:00 to 17:00. You may wish to contact the Licensing Department in advance of submitting your application to check whether your chosen date/time is available. 

Please note that no application form for the next calendar year will be received any earlier than 1st October of the previous year, after which permits will be issued on a ‘first come first served’ basis. 

A holder of a street collection permit for the purposes of carol singing must comply with the conditions of permit. However, as charitable collections in connection with the performance of carols at Christmas are usually only for a short duration, the Council does not enforce Regulation 16 in respect of such collections and there is accordingly no need in this instance to complete and return the Form of Statement set out in the Schedule to the Regulations.
