What is the Anti-Social Behaviour (ASB) Case Review?
The Anti-Social Behaviour (ASB) Case Review provides victims and communities with the right to request a review of their case, bringing agencies together to take a joined up, problem-solving approach. The aim of the ASB Case Review is to try and find a resolution.

Who can use the ASB Case Review?
- A victim of anti social behaviour
- Another person acting on behalf of the victim.
- An individual acting on behalf of a group of residents or community group.

How to activate the ASB Case Review?
In the first instance the victim or representative should:
- Contact Hampshire Police on non emergency number 101

What is the ASB Case Review threshold?
For a ASB Case Review to be activated the following criteria must be met:
- Three separate complaints of anti-social behaviour of the same nature in the previous six-month period to organisations within the Winchester Community Safety Partnership (WCSP).
- The individual or group of 3 or more feels that no action has been taken or is not satisfied with the action taken.
Please note: The individual acting on behalf of the group must have the consent from all of the other individuals to initiate the ASB Case Review.
In addition to the above criteria the following may also be considered:
- Complaints must be related to anti-social behaviour. Anti-social behaviour is defined as: “behaviour causing harassment, alarm or distress to members or any member of the public”.
- The persistence of the anti-social behaviour.
- The harm or potential harm caused by the anti-social behaviour.
- The complaint/s is to be logged within one month of the incident/s.
- The complaint/s is to be logged with Police, local authority or housing provider.
- The last incident has occurred within the previous six months.
WCSP follows national government guidance on the ASB Case Review. While the guidance is consistent across the country, how the process is delivered locally can vary. As outlined in our policy, if an ASB case is still actively being investigated, an ASB Case Review may not be appropriate at that stage. This ensures that all ongoing actions and interventions have time to be completed before a review is considered.

What will happen?
The information will be forwarded to the relevant local authority.
If the ASB Case Review threshold is met agencies will share information, review what action has already been taken and decide if additional actions are appropriate or possible.
The ASB Case Review is to request a review of an anti social behaviour case. If an individual would like to report a new incident of anti social behaviour they should do this by:
- Reporting it to Hampshire Constabulary non emergency number 101
- Report online at www.winchester.gov.uk
- Report to local housing provider.

Under the Anti-Social Behaviour, Crime and Policing Act 2014 Winchester City Council has a duty to publish data in relation to ASB Case Reviews. The following information is published for the Winchester district in accordance with the Legislation.
