Bar End Development
The Bar End Depot site forms part of the wider Bar End regeneration area.
There has been extensive previous engagement to develop a design framework for Bar End and these consultations led to a Community Plan and the adoption of the Bar End Framework.
As part of this framework a shared vision for the site was developed which allows for the provision of:
- An area for sport and recreation, leisure, wellbeing and enjoyment.
- High quality, highly valued and accessible facility for the community.
- Complementary uses and facilities such as hydrotherapy, treatment, and recovery alongside recreational, sporting and competitive activities.
UPDATE: November 2025
Vail Williams, on behalf of Winchester City Council, is seeking bids for the site. Bidding closes on Wednesday 10 December 2025
A report is expected to go to Cabinet in March 2026, which will recommend a proposed purchaser.
Subject to planning, contracts are expected to exchange in summer 2026.
UPDATE: October 2025
The council's Cabinet approved the re-marketing of the Bar End depot site. You can view the report and recommendations: Agenda for Cabinet on Tuesday, 14th October, 2025, 9.30 am - Winchester City Council
BACKGROUND
In 2022, two community events were held at Winchester Sport & Leisure Park, asking those living or working in the Highcliffe area to share their views on the future use(s) of the Bar End depot site.
In the Autumn of 2023, we held a public briefing session with the Council Leader and Ward Members to give feedback from the public engagement events and an update on the proposed timetable for marketing the site.
We are grateful to everyone who attended the briefing and provided feedback.
Selection of a preferred bidder was approved by Cabinet in October 2024. The developer is expected to submit a planning application during 2025.
