Proposed Modifications Consultation
The proposed modifications consultation was open from Friday 21st November 2025 until 11:59pm on Friday 16th January 2026.
The consultation consisted of the Main Modifications (MM) consultation, the Additional Minor Modifications and the Changes to the Policies Map.
The Proposed Main Modifications are changes suggested by the Inspector to ensure the Local Plan is sound and legally compliant. They are put forward without prejudice to the Inspector’s final conclusion which will take into account all representations received during the consultation.
We consulted on one main document -: Schedule of Proposed Main Modifications. This document included details of each proposed change within the Local Plan. In this document additions to the Plan are indicated using bold and underlined text and deletions are shown using strikethrough.

- Winchester Local Plan Examination Housing Revisions (November 2025) Note and Appendix A housing table figures
- Winchester Local Plan Integrated Impact Assessment (IIA) Main Modifications which includes the Sustainability Appraisal (SA/SEA) of the Proposed Main Modifications which assess the environmental and social effects of the Plan.
- Winchester Local Plan Habitats Regulations Assessment (HRA) Main Modifications which assesses the impacts on protected wildlife sites.
These documents were not directly open for comment, but comments could be made through the relevant main modification.
Additional Modifications
The Additional Modifications include a number of minor changes to correct typographical errors and minor factual updates, but are not before the Local Plan Inspector for consideration. Any comments that were submitted on the Additional Modifications are being reviewed by the Council and not the Inspector.

Policies Map changes
This document sets out any changes to the Policies Map. Proposed changes to the Policies Map Modifications will not be examined by the Inspector. The Proposed changes to the Policies Map document can be viewed here. A note regarding the changes can be viewed here

Regulation 19 Local Plan Consultation
The Proposed Submission Local Plan (Regulation 19) was discussed at the Scrutiny meeting on 29 July and at Cabinet on 19 August 2024 and full Council on 28 August 2024.
The consultation on the Proposed Submission Local Plan (Regulation 19) has now closed. Thank you for all of your comments on the consultation.

Strategic Issues and Priorities Consultation

Consultation on the Strategic Issues and Priorities’ Document, which considers the key issues and priorities which need to be addressed in our Local Plan, took place between 15th February and 12th April 2021.
The analysis of the comments that have been submitted on the Local Plan vision and growth strategy were reported to LPAG on 29th September the meeting/agenda can be found here.
The analysis of the comments of 5 more key issues (Delivery and Success of the Local Plan, Living Well, Low Carbon Infrastructure, Local Plan Viability and Promoting Sustainable Transport) were reported to LPAG on 24th November the meeting/agenda can be found here.
The analysis of the comments of the final key issues (Carbon Neutrality, Conserving and Enhancing the Historic Environment, Creating a Vibrant Economy, Homes for All, Sustainable Development Objectives, Biodiversity and the Natural Environment, and General Comments) were reported to LPAG on 13th December the meeting/agenda will be found here

Local Plan Launch Consultation
The Council undertook an initial consultation on the range of issues that the Local Plan should cover. The consultation ran for 6 weeks over the summer of 2018. A total of 146 responses were received. You can find a summary of these responses here
