Supplementary Planning Documents (SPDs) provide further details, guidance and principles on Local Plan policies.
Following adoption of the Winchester District Local Plan 2040 in March 2026, some SPDs remain lawful material considerations but only where they are referenced in policies carried forward in the Local Plan. The weight attributed will be assessed on a case‑by‑case basis, and older SPDs may carry limited weight where they are out of step with current national planning policy
New Local Plan Regulations introduced on 25 March 2026 changed the legal basis for SPDs. Only SPDs that complete all statutory stages and are adopted by 30 June 2026 can be adopted. After this date, there is no route for local planning authorities to adopt new SPDs.

What is expected from Parish and Town Councils with Neighbourhood Plans?
Parish and Town Councils are expected to:
- Progress their Neighbourhood Plans (NPs)
- Set and follow a clear timetable to examination and referendum
- Demonstrate delivery of housing through the NP process
What happens if a Neighbourhood Plan is delayed or not completed?
If an NP does not reach referendum, the Local Plan 2044 may:
- Allocate the housing originally expected from that NP, and
- Reflect any updated housing needs
What are the new legal requirements that apply to Neighbourhood Plans?
Neighbourhood Plans must now:
- Address climate change mitigation and adaptation
- Take account of Local Nature Recovery Strategies
- Ensure they do not reduce housing delivery compared to what would otherwise happen
Can new Supplementary Planning Documents (SPDs) still be prepared?
No. Councils cannot adopt new SPDs after 30 June 2026.
What should Parish and Town Councils do about Village Design Guides that are in the process of being prepared?
As these cannot be adopted as SPDs, the advice is to stop further work on them.
Do existing SPDs still carry weight?
Yes, but only on a transitional basis:
- They may still be used where consistent with Local Plan 2040
- Their weight depends on factors such as age, relevance, and consistency with national policy
- Their importance will reduce over time
