Authorities’ Monitoring Report (AMR)
Authority Monitoring Reports (AMRs) review the performance of planning policies on the area in which they apply. They also report progress against the milestones that had been set out in the Council’s Local Development Scheme (LDS) that was in force at the time. The AMR is published annually and covers the position for the previous financial year.
There are two parts to each AMR report:
- Part One monitors progress on plan preparation, by comparing development plan document production with the timetable outlined in the Local Development Scheme (LDS).
- Part Two of the Authority Monitoring Report monitors the performance of adopted planning policies over the monitoring period concerned. This includes information on the delivery of housing together with proposed housing trajectories up to the period 2031 and an assessment of the Council's position on five year land supply measured against the requirements of the Part 1 and Part 2 of the Local Plan that were in force over the monitoring period.
Please note that a supplementary note has been published to support the AMR 2024–2025. This provides further explanation of the updated housing land supply position for the Winchester plan area following the adoption of Local Plan 2040.
