Council camera evidence secures successful fly-tipping conviction
A man has been convicted of a fly-tipping offence in the Winchester district after the incident was captured on camera.
38 year-old Jamie Ace Flynn pleaded guilty at Basingstoke Magistrates Court on Friday 21 August 2026 in a case prosecuted by Winchester City Council.
Parish Council surveillance cameras captured Mr Flynn, a resident of Wardown Crescent in Luton, fly-tipping rubbish from the boot of a vehicle in a public car park at New Road, Swanmore on the afternoon of Monday 24 October 2022.
Mr Flynn, the registered owner of the offending vehicle, failed to co-operate with the council’s investigation until he was interviewed for an unrelated matter in March 2024.
He was sentenced to pay a fine of £600, a victim surcharge of £240, and prosecution and clear-up costs of £400, making a total to pay of £1,240.
Winchester City Council’s Cabinet Member for Recycling and Public Protection Cllr Steve Cramoysan said: “Fly-tipping of waste of any size or form is illegal and causes great harm to our communities and local environment, attracting pests, harming wildlife and polluting land and waterways. In the Winchester district, it will not be tolerated, and we will seek to take legal action whenever possible and appropriate.
“Thank you to all of the local residents, volunteers and partners who work with us to protect our district. Help us to tackle fly-tipping by disposing of your waste responsibly and reporting incidents - we rely on reports and witness statements from the general public.
“I’d encourage anyone who witnesses or captures footage of someone dumping waste illegally in our district to get in touch so that our team can investigate.”
