Consultation launched on proposals for two new parish councils
Winchester City Council has launched its public consultation on proposals for two new parish councils in Winchester.
Following the completion of the city council’s first stage consultation as part of its Community Governance Review, the council is now seeking public feedback on its proposals to create two new parish councils: one for the currently unparished area of Winchester town and one for Kings Barton from April 2027.
Last year, over 1400 residents, organisations and businesses responded to the city council’s Stage One Community Governance Review consultation, and this latest consultation takes into account the feedback from the first stage.
86% of respondents living in the town area agree with the creation of a new parish council for the Winchester town area, which unlike the rest of the district is currently unparished. Whilst 57% of respondents living in Kings Barton, told the council that they’d support the creation of a parish council for Kings Barton, which is currently within the Headbourne Worthy Parish Council area.
Councillor Kathleen Becker, Cabinet Member for Healthy Communities, said: “I’d like to thank everyone who took the time to share their views in the last consultation – we have listened and responded to these and it has helped shaped this next stage. We encourage residents in Kings Barton, the Headbourne Worthy parish area and the unparished area of Winchester town to take the opportunity to have their say in this brief questionnaire to share their views and help shape the future of where they live.
“We want to ensure that our communities feel represented at a local level and this will be particularly important when the new larger mid Hampshire council is in place.”
To support this consultation, drop-in events have been arranged if people would prefer to ask questions in person.

Wednesday 3 June; Cala Sales Office, Monarchs Mead, Granadiers Road, Kings Barton, SO22 6GR- 3-5pm
The consultation closes at 23:59 on Wednesday 24 June 2026. Subject to approvals, it is expected that Full Council will make a decision later this year which would allow the creation of new parish councils from 1 April 2027, with parish elections planned for May 2027.
