Winchester City Council adopts Local Plan

In a significant milestone for the district, the Winchester District Local Plan has been formally adopted at a full Council meeting tonight.

Winchester City Council has been progressing its Local Plan through the examination process, and on Wednesday 11 March it received confirmation from the Independent Planning Inspector, R Barrett MRTPI IHBC, that they found the plan, with the main modifications, to be sound, legally compliant and ready for adoption.

Following the examination hearings which took place last summer, the eight-week public consultation on the Main Modifications concluded earlier this year, which ensured the Winchester District Local Plan met all the legal requirements set by government.

Councillor Jackie Porter, Cabinet Member for Place and Local Plan, said: “After so many years of work and public engagement, we’ll now officially adopt this Local Plan. This is a significant milestone for the district as it puts us in a strong position to defend against speculative development.  It means development across the district is not only planned, but that it is held to the highest environmental standards, it gives us more affordable homes, cuts carbon and energy bills and ensures that our green and blue infrastructure and the biodiversity which thrive within them are protected.

“I would like to say thank you to everyone who had their say in the consultation process and took part in the public hearings, as this shaped this Plan we have adopted today."

The Winchester District Local Plan was considered for adoption through the city council’s democratic decision-making process, and has been debated at Scrutiny Committee and Cabinet, prior to the final decision this evening.
