City Council’s success with four separate fly-tipping offence prosecutions in single court day
Four people have been convicted of fly-tipping offences after four separate cases were successfully prosecuted by Winchester City Council in a single day at court.
The individuals all pleaded guilty at Basingstoke Magistrates Court on Friday 9 January 2026.
Leslie Hughes, 42 years-old and a resident of Barn Farm caravan park in Swanmore, was caught on camera fly-tipping green waste and concrete slabs on two occasions in January 2024 on land owned by Marwell Zoo at Hurst Lane at Owslebury.
Mr Hughes was sentenced to a fine of £680, ordered to pay a victim surcharge of £272, prosecution costs of £787 and clear-up costs of £220, making a total to pay of £1,959.
James Thomas Connors, 47 years-old and a resident of Station Road, Coalville in Leicestershire, was caught on camera fly-tipping green waste in August 2024, also on land owned by Marwell Zoo at Hurst Lane at Owslebury. He was sentenced to a fine of £340, ordered to pay a victim surcharge of £138, prosecution costs of £936 and clear-up costs of £80, making a total to pay of £1,494.
Hayleigh Denise McClelland, 35 years-old and a resident of Purkis Road in Waterlooville, was caught on camera fly-tipping wood in February 2025 at Darnel Road in Waterlooville. She was sentenced to a fine of £500, ordered to pay a victim surcharge of £200, prosecution costs of £500 and clear-up costs of £100, making a total to pay of £1,300.
Calum Cole, 26 years-old and a resident of Chopin Road in Basingstoke, was caught on camera fly-tipping a metal frame and broken glass in April 2025 at Port Lane in Hursley. He was sentenced to a fine of £900, ordered to pay a victim surcharge of £360, prosecution costs of £500 and clear-up costs of £196, making a total to pay of £1,956.
Winchester City Council Cabinet Member for Recycling and Public Protection Cllr Steve Cramoysan said: “Thank you to the council’s officers for their hard work in achieving this outstanding result of four successful fly-tipping prosecutions in one day.
“These cases yet again reinforce that at Winchester City Council we do not tolerate fly-tipping. We will always look to prosecute whenever it is appropriate, as the crime of fly-tipping causes such huge damage to our local communities, wildlife and the environment.
“Cameras were key to success in this case, but we also rely on reports and witness statements from the public to prosecute – I’d encourage anyone who witnesses or captures footage of someone dumping waste illegally in our district to report it.”
