Successful prosecution following fly-tip offence caught on camera

A Fareham man has been successfully prosecuted by Winchester City Council after a fly-tipping offence in Titchfield.

Mr Scott William Miller, aged 52 years-old and a resident of Valentine Close, pleaded guilty at Basingstoke Magistrates Court on Friday 12 December 2025.

The court heard that a surveillance camera installed by Winchester City Council captured images of Mr Miller taking commercial waste, including bags of cement, PVA glue in a plastic container and rubble, from the boot of his car and dumping it in bushes at the entrance to Tynefield Caravan Park in Whiteley Lane. The offence took place on the afternoon of Thursday 2 November 2023.

Mr Miller was ordered to pay a fine of £600, prosecution and clearance costs of £385.64, plus a victim surcharge of £240, making a total of £1,225.64.

Winchester City Council Cabinet Member for Recycling and Public Protection Cllr Steve Cramoysan said: “Fly-tipping is a crime which causes huge damage to our local communities, wildlife and the environment, and at Winchester City Council we will continue our zero-tolerance approach, seeking to prosecute when possible.

“A camera was key to success in this case, but we also rely on reports and witness statements from the public to prosecute – I’d encourage anyone who witnesses or captures footage of someone dumping waste illegally in our district to report it.”
