Police witnesses assist successful council fly-tipping prosecution

Winchester City Council has achieved a third successful fly-tipping prosecution in four months.

Joseph Martin Maughan, a 41 year-old resident of Riverside House, Stephenson Way in Crawley, Sussex, attended Portsmouth Magistrates Court on Tuesday 6 February 2024 and pleaded guilty to a fly-tipping offence.

Evidence was supplied by police, who witnessed soil coming from the rear of Mr Maughan’s tipper truck in Widley Walk in Purbrook, Waterlooville in April 2022.

After being prosecuted by Winchester City Council, Mr Maughan was ordered to pay a fine of £933, prosecution costs of £2,247.47 and a victim surcharge of £93, making a total of £3,273.47.

Recent fly-tipping prosecutions have also been achieved by Winchester City Council in November 2023 and January 2024.

Winchester City Council Deputy Leader and Cabinet Member for Finance and Performance Cllr Neil Cutler said: “Winchester City Council will seek to prosecute anyone who fly-tips in the district in line with our zero-tolerance approach to illegal dumping. Offenders risk a prison sentence of up to five years and this man will receive a criminal record for his actions.   

“Fly-tipping has a hugely negative impact on our rural communities, as well as causing untold harm to the local environment and wildlife. We continue to ask for the help of the public as witnesses as we pursue fly-tippers in the Winchester district.”
