The English Partridge in Bighton - Community Right to Bid

The owners of the English Partridge Pub in Bighton have notified Winchester City Council of their intention to dispose of the property, but before the building is on the open market the local community have the opportunity to bid for it.

The pub is on Winchester City Council’s list of ‘Assets of Community Value’ because of its contribution to the well-being of the local community. If the council receives an appropriate expression of intent to bid by 30 January 2020, this prevents disposal on the open market for six months.

Written expressions of interest to be considered as a potential bidder must be submitted to Winchester City Council by 30 January 2020.

Background: 

Under the Localism Act 2011 (Section 95) local facilities that are considered to be of value to a community can be placed on the list to give local people a chance to bid for them before they are sold on the open market.

A parish council, charity, community interest company, company limited by guarantee or industrial and provident society may submit an expression of interest as a potential bidder.

A submitted bid allows the community a period of six months from the original notification to the council, to prepare and negotiate a competitive bid for the property with the current owner. During this time it cannot be sold on the open market.
