Have your Say on the New Tenancy Strategy
Winchester City Council is reviewing its Tenancy Strategy and wants to hear from tenants and residents.
The revised strategy will help shape the council’s future approach to:
- Tenancy management and tenancy sustainment
- Homelessness prevention and early intervention
- Support for vulnerable residents
- Safe and sustainable communities
- Tenant-centred housing services
- Partnership working across the district

Regulator of Social Housing Judgement
In April 2024, new regulations for consumer standards were introduced for local authorities by the Regulator of Social Housing (RSH). To make sure that we were meeting the new standards as soon as possible, we committed to reviewing our housing service performance, measuring it specifically against the new standards.
In January 2025, like many other local authorities, we referred ourselves to the Regulator of Social Housing, so that we could begin working with them, to meet the new standards as quickly as possible. At the same time we also submitted our action plan to meet the new standards and began working on it straight away.
Following our self-referral, the Regulator of Social Housing has now concluded their assessment and awarded us with a 'C3' judgement. You can view their judgement here: Winchester City Council - GOV.UK

Energy Saving Homes Programme for Council Homes - Suspicious Calls Reported
IMPORTANT INFORMATION!
We’ve received a small number of reports from residents who have been contacted or approached by individuals falsely claiming to work with us posing as contractors from CLC Ltd or Ridge Consultants on the Energy Saving Homes programme.
Please take note:
- Winchester City Council will always confirm in writing the details of the appointed Contractor’s
- Contractors will not contact you before WCC have written to you
- The programme is fully funded, you will never be asked to pay for any of the work
To stay safe and informed
Once you’ve received official notification, the contractor will contact you to arrange a suitable appointment.
When they arrive, always check their ID badge before allowing entry.
If you’re unsure, do not let anyone into your home.
Look out for the vehicle they arrive in, operatives will carry ID badges, and you should receive correspondence from the Contractors prior to them visiting you.Your safety and peace of mind is our priority.
