From 1 October 2018 the law (The Licensing of Houses in Multiple Occupation (Prescribed Descriptions) (England) Order 2018) requires all multi-occupied dwellings with 5 or more occupants living as more than one household to be licenced. Landlords can make an online application for a licence using the link on this web page.
**Please note that since 1st April 2020 the council no longer offers a discount in respect of either HMO Accreditation or licensing**

The online application for the HMO Licence and renewal application are hosted by external providers and you will leave the Winchester City Council web site in order to complete and submit them.
