A Portrait of Winchester

Winchester Skyline

Winchester City Council recognised that it needed to play a part in tackling the climate crisis to leave the planet in a better state than it's heading towards for future generations. That is why in June 2019, WCC declared a climate emergency and outlined two imperative targets - to become a carbon neutral council by 2024, and to make the district carbon neutral by 2030.

A vision of the future Portrait of Winchester has been produced with the help of workshops hosted by Wessex Green Hub in 2020. The purpose of these workshops was for participants to identify initiatives that could be made into transformative actions to develop a greener future for our district.

A roadmap was developed as a guide on how we can get from here to where we want to be in 2040. The Portrait of Winchester Final Report sets out a four-stage approach to establishing the roadmap and how it can be applied. This report concludes with key findings and reccomendations of how Winchester City Council can implement the next steps, and demonstrates how the community can work together to create a more sustainable future. You can find out more here: Portrait of Winchester: an outline roadmap (pdf, 4.5mb)
