Community Led Energy Planning
To help us understand the challenges and opportunities for households of transitioning to net zero and their future energy needs, we are working on a pilot project to develop a Community Led Energy Plan (CLEP).
Community Led Energy Plans put local residents at the heart of planning their future energy needs.
Winchester district can be divided into the Primary Substation Areas (PSAs) shown in the map below. A PSA plays a key role in distributing electricity from the National Grid. It is where the voltage of the electricity is lowered, so that it can be distributed to a local area.

We have selected Harestock PSA as the study area for the CLEP pilot. This includes the settlements of Littleton, Harestock, South Wonston, Crawley, Sparsholt, Springvale, Itchen Abbas, Avington, Abbotts Worthy, Headbourne Worthy, Weeke and Teg Down.
A key part of this project will be engaging with the local communities within the Harestock PSA, allowing them to help shape future energy planning.
The map below shows the Harestock PSA area and some of the key settlements within it.
We encourage residents and businesses within the boundary of Harestock PSA to get involved with this project to help shape future energy planning in their area. To allow this to happen, we are holding three workshops in the area – in July, August and September 2025.

How to get involved
We hosted an introductory session on Wednesday 30 July, which you can watch below.
This workshop was an online introductory session where we explained the project in more detail and gave residents the opportunity to ask any questions about the plan.
Further information about August and September workshops will be posted here when available.
The CLEP pilot project is being developed with Scottish and Southern Energy Power Distribution (SSE) and Advanced Infrastructure, and will complement the wider Local Area Energy Plan (LAEP) for Winchester district.
