Electric vehicle (EV) charging

We have a network of fast and rapid electric vehicle charging points installed in public car parks across the Winchester district.  

Winchester City Council has partnered with JoJu Solar and Be.EV (formerly Mer) to improve local air quality and encourage drivers to reduce their carbon footprint by transitioning to electric vehicles. As of June 2026, we have installed 82 charging points, including 37 dual chargers.

How do I use an EV charger?

A Be.EV dual charging point.

Download the BE.EV app and register your details to access any of the charging points on the Be.EV network. More information can be found on the Be.EV website

Payment for both the parking space and the charging of the vehicle is required (if during car park charging hours). Please see on site signage for details.

 

 

 

 

 

 

 

 


How much does it cost? 

The cost per kilowatt hours (kWh) of electricity used to charge your EV is listed on the side of each Be.EV charger and can also be found at EV Charging Pricing and Costs | Be.EV.   


About the Be.EV charging network

The Mer public EV charging network has now been acquired by Be.EV. Drivers who use Mer charge points will begin to see Be.EV pricing, branding, payment systems and customer support introduced across the network over the next few months.

The Be.EV App
The Mer app will stop working for the chargers after the transition period, instead it is recommended to use Be.EV’s app instead. The Be.EV app provides:
•Access to Be.EV’s best prices, including the industry leading 39p/kWh Mega subscription tariff.
•Locate available chargers.
•Start, view and stop charging sessions.
•Access history and VAT receipts.
•Manage payment methods and subscriptions.

You can download the Be.EV app via the Apple App Store or Google Play Store.

Pricing
Be.EV pricing varies depending on charger speed, payment method and time of day. The Be.EV app is the easiest way to pay and control your charge. Plus, you get their cheapest rate.
*Please note that the new pricing will not be available until chargers are migrated to Be.EV
