Regeneration of Central Winchester given crucial green light

Central Winchester’s regeneration has been given the green light with the highly anticipated adoption of a Supplementary Planning Document (SPD) for the area.

Winchester City Council’s Cabinet Members gave their agreement for the document at last night’s (20 June) meeting when it was formally adopted following extensive engagement and consultation over the last year.

Council Leader, Cllr Caroline Horrill, who is also Chair of the cross-Party Informal Policy Group that recommended the SPD for adoption said:

I am delighted that my Conservative Administration has been able to deliver this significant document that will guide the regeneration of this important part of our City centre.

I would like to say a huge thank you to colleagues on the IPG [Informal Policy Group] who have been committed to getting a robust document that Cabinet was able to adopt. But, we couldn’t have done it without the input from everyone who took the time to come and see us at the events around the District and who shared their views in person, online and in writing at the different stages throughout this project.

Together with the Local Plan, the SPD will be a material consideration during the decision making process for any planning applications within the 4.5 hectares it covers and will apply to all developments within the SPD boundary (including those led by the City Council).

Winchester City Council will be working with architects, urban designers, financial and legal advisers, as well as other landowners in the area, to incrementally bring the regeneration vision for Central Winchester to fruition.

Throughout the regeneration, the Council will be looking for short and medium term development opportunities to ensure it continues to thrive for residents, tourists and businesses. Some of the improvements include:

·         Improving the overall look and feel of the public realm, including the Broadway

·         Working with Winchester School of Art to incorporate artwork on the site

·         Refurbishing the Antiques Market to meet the needs of the anticipated new arts-based tenant

·         Redeveloping Coitbury House into modern office accommodation

·         Negotiating with businesses interested in using vacant office and shop space until the buildings are needed for redevelopment.
