Council to consider new Strategy

The new and aspirational Council Strategy is to be presented to Winchester City Council’s Cabinet.

Based around five core outcomes, and supported by five new principles to deliver the Strategy, this sets out a clear direction for the Council in the medium-term.

The strategy proposes a new business-minded and entrepreneurial approach as the key to delivering high quality services to residents at a time of funding cuts.

Cllr Caroline Horrill, the Leader of Winchester City Council, said:

We are delighted to move our Strategy forward to reflect the aspirations for our residents, businesses and staff. This Strategy sets out our desire to provide greater focus on delivering quality public services over what we know will be a challenging three-year period.

We will consider carefully the views expressed during the consultation period in making our final decisions. A wide range of views were expressed with the majority agreeing with the Strategy; however, though we recognise that we cannot please everyone, we will seek to take on board ideas about what can be done better and make Winchester an even better place to live and work. We want this to be a ‘living document’ and will use the feedback and ideas generated to help shape our work in the future.

Residents and partners were invited to comment on the proposed Strategy and its five core outcomes of delivering an entrepreneurial approach to public services, making Winchester District a premier business location, delivering quality housing options, improving the health and happiness of our community and improving the quality of the District’s environment.

More than 400 individuals responded and over 1,200 comments were received on the draft Strategy from across the district.

The largest groups of comments were about traffic, air quality and investing in renewables. The Council Strategy seeks to address these through a new air quality action plan, a Winchester transport study and considering investments through the capital strategy.

Cabinet will be asked to approve the Council Strategy 2017-20 at its meeting on 8 February, with full Council debating it alongside the budget on 23 February.
