Changes to Executive Arrangements
After public consultation on new decision-making arrangements required by the 2007 Act, Winchester City Council has agreed to support the Leader with Cabinet Executive option to be introduced on 8 May 2011 following the next local government elections on 5 May 2011.
The main features of the Leader with Cabinet Executive option are that the Leader will be elected for a four year term at the Council’s annual meeting on 18 May 2011 and he or she will appoint up to 9 members of the Cabinet and decide upon the scheme of delegation of executive functions to other members of the Cabinet and officers. The Leader will also appoint a Deputy Leader who will be able to act in the Leader’s place if he or she is absent.
The local choice functions (which may be exercised by either the Council or Executive) will continue as currently operated within the Constitution until revised by the strengthened Leader or by the Council under the new Executive Arrangements.
The arrangements for the introduction of these changes are available for inspection by the public at the principal office of Winchester City Council at the Council Offices, Colebrook Street, Winchester, SO23 9LJ, during the hours of 8.30am to 5.00pm on Monday to Thursday and 8.30am to 4.30pm Fridays.
