Local land charges service
From 23 April 2023 we will no longer provide a Local Land Charges search service.
After this date, the Local Land Charges Register will be migrated to HM Land Registry and you will be able to access a new digital service through your portal account, Business Gateway and on the HM Land Registry pages on GOV.UK.

Winchester City Council will continue to provide replies to Con29 enquiries.
What is the local land charges service?
- The local land charges service is provided for anyone purchasing, property or land within the Winchester City Council boundary area.
- The purpose of the service is to make sure prospective purchasers have all the information they need on a particular property or plot of land to be make an informed decision.
- It will provide information like Tree preservation orders, conservation and listed buildings, conditional planning applications and enforcement notices.
What is a Con29?
- CON29 searches are standard questions about road proposals or schemes, compulsory purchase orders, enforcement actions, building regulations or planning applications and notices. There is a fee for this service
- A standard sent of enquiries used in England and Wales submitted to local authorities to reveal essential information about a property or land area.
- It covers Planning History, Building Regulations, future road schemes, and land constraints.

How to request a Con29

- Third-Party Agents: You may use a solicitor, private search agent, the National Land Information Service (NLIS) www.nlis.org.uk or TM Convey www.tmgroup.co.uk to conduct the search on your behalf.
Personal Searches
- A personal search is an inspection of the Local Land
- To request a Personal Search please use the form Login - Your Winchester
- Third-Party Agents: You may use a solicitor or private search agent to conduct the search on your behalf.
- All applications much be accompanied by an ordinance survey or land registry location plan with the property in question clearly outlined in red.
- Please note that a personal search may not be acceptable by some mortgage or financial lenders.
