Estate Improvement Proposal Form

The Estates Improvement Programme continues to be popular with residents and is available to undertake specific, larger scale estate improvements, which may otherwise have not been possible using the general estate management budget.

The EI Programme is intended for projects which will address the following community issues:
• Safety issues – increasing security through door entry systems, communal lighting, fencing and other measures to prevent anti-social behaviour, fear of crime and promote feelings of safety.
• Enhancing biodiversity through focused projects in shared gardens and Housing open spaces, such as trees, shrubs and flowers or habitat boxes.
• Environmental issues – such as safe storage of waste bins & bicycles, improved parking provision, and installing Electric Vehicle Charging Points (EVCPs).
• Small scale regeneration projects of communal gardens, external drying areas and lobbies.
Other proposals will be considered, but priority will be given to schemes which support the above corporate priorities.

Proposals can be made by Winchester City Council tenants and leaseholders, Councillors and Council Officers but as this budget is funded by the Housing Revenue Account, all proposals must primarily benefit Winchester City Council tenants.

Proposals will be considered, taking into account:
• Severity of issue
• Number of tenants benefiting from the proposal
• Anticipated cost
• The scope for any funding from other sources
• Other projects that have been undertaken or are currently in progress in the locality.

Proposals can be submitted at any time throughout the year, and will be considered by a panel, consisting of the Service Lead – Housing Operations and Community Safety, the Estates Compliance Officer and the Housing Officer (Estate Improvements).

All proposals should be made using the Estate Improvement Proposal Form, providing as much detail as possible. Completed forms and additional documentation should be returned via the website or to Tania Harris, Housing Officer (Estate Improvements) at the City Offices, Colebrook Street, Winchester, SO23 9LJ.
