Ebilling Prize Draw
Do you usually receive your council tax by post? Why not switch to e-billing to help us save paper and be in with a chance to win an iPad?
We're encouraging everyone who has access to email to choose to receive their bill by email. It saves paper and is better for the environment.

ONLINE PRIZE DRAW (Council Tax E-Billing) Terms and Conditions
Who can enter:
The prize draw is open to residents of the Winchester District who:
- Are over the age of 18
- Liable for Council Tax in the property they live in (in the Winchester District) on the date the draw is taking place (15 May 2024)
- Sign up to receive their Council Tax bill by email before 30 April at 23:59.
Please note that entries are limited to one (1) per household.
Entry Period:
Entrants must be set up for Council Tax e-billing before 30 April at 23:59. Entrants who are set up for e-billing after this time will not be entered into the draw.
Winner Selection & Contact:
- The draw will take place on Wednesday 15th May 2024.
- Subject to eligibility and compliance with all applicable terms and conditions, the first entry drawn at random from all eligible entries will win the prize.
- The winner will be notified via email by Tuesday 21st May 2024. All reasonable efforts will be made to contact the winner by email. If Winchester City Council does not receive a response from the winner within 4 weeks of the initial winning notification, or the winner does not meet the eligibility requirements, this will result in forfeiture of their entry. Winchester City Council will then offer the prize to the next eligible entrant.
- Employees and elected Local Councillors of Winchester City Council are not eligible to enter this draw.
How to enter:
- You must sign up to receive your Council Tax bill by email. You can do this by using our online portal, emailing counciltax@winchester.gov.uk or by phoning the Revenues team on 01962 848 288.
- There is no cost to enter this draw
- If you use fraudulent methods or otherwise attempt to circumvent the rules of the prize draw, your submission may be disqualified at the sole discretion of Winchester City Council.
- Entrants should look solely to Winchester City Council with any questions, comments or issues related to the prize draw.
Prize:
There is one (1) prize of an iPad or similar tablet of your choice, up to the value of £500.00. You will be asked to name a make and model of iPad or tablet up to the £500.00 value. This will be available to collect from Winchester City Council offices in Colebrook Street, Winchester.
No cash equivalent is available and the prize is non-transferable and non-exchangeable.
In the event of any dispute, the decision of Winchester City Council is final.
