Winchester City Council - Local Plan 2036

The Council agreed at its Cabinet on 18 July 2018 to launch preparation of a new Local Plan.

The Council has to prepare a new Local Plan, following adoption of local plan part 2 last year and in light of changes to National Planning Guidance.

The purpose of the Local Plan is to provide a planning policy framework to direct growth and change to appropriate locations, in accordance with the National Planning Policy Framework requirement to achieve sustainable development. The Local Plan will also include a range of planning polices to inform the location, scale and appearance of developments.  When adopted it will form part of the Development Plan for the area.

The Local Plan will cover the administrative area of Winchester City Council except for that part within the South Downs National Park, which has its own Local Plan.

Timing of updating Village Design Statements.

Many Parish Councils are starting to think about updating their Village Design Statements (VDS) and guidance on matters to include has been published on the web site to help with this process  .

Most of you will also be well aware that the Council has started preparation of a new Local Plan and is expecting Local Plan 2036 to be adopted at the end of 2021.

You may wish to bear this in mind when considering any updates or preparation of new design guidance as any adopted between now and late 2021 will need to be refreshed to make reference to Local Plan 2036 policies.
