Winchester City Council welcomes film-makers and production companies to make the most of the district’s beauty spots for film and TV. If you would like to film in Winchester, we'll need details of the proposed shoot as far as possible in advance.
All you have to do is fill out this form to outline your requirements and provide the contact details for those who will be on-site.
Below, you can sets out the application process for both small-scale and major productions and the fees and charges. If you have any additional questions you can email communications@winchester.gov.uk and we'll aim to respond to you enquiry within five days.
Charges
We charge depending on the application you submit, but a full list of what fees and charges are applicable can be found below.
Exemptions
Students, charitable organisations and news outlets are exempt from filming charges
Initial contact with the council should be as far in advance as possible – the minimum period we can work to in terms of supporting a low key shoot is two weeks in advance of filming. Larger scale filming will require the cooperation of multiple departments so may take much longer to organise. Please note:
If you require a road closure, an application of six weeks’ minimum is required and you may also need to speak to Hampshire County Council
We will assess your application and let you know of any local permissions you may require and potential costs
You will be required to sign a contract if you are hiring any land or buildings from Winchester City Council
You will need to provide Public Liability Insurance Cover or Third Party Risks for a minimum of £5m per claim for lower key shoots – and up to £10m for large projects.
All applications will need to attach a risk assessment clearly addressing COVID-19 mitigation measures

If you are a commercial drone operator and would like permission for take-off or landing you’ll need to provide us with a copy of a CAA Licence as well as a completed filming application.
Alongside your application you will need to provide a copy of:
Public Liability Insurance £5 million minimum)
Flight plan including launch and landing points
Risk Assessment
Your Risk Assessment should show how you will comply with the terms of your CAA licence. Due to the complex nature of permissions for drone footage we urge you to contact us several weeks before filming.
