Self Build and Custom Build Register

Introduction

The Council is required to keep a register of individuals and groups of individuals who are seeking to acquire serviced plots of land in the parts of the Winchester District that fall outside of the South Downs National Park (SDNP). Self build housing refers to an individual, or group of individuals, directly organising the design and construction of their own homes. Custom build usually someone working with a developer to construct their home. For either option, a serviced plot needs to be available on which to build the home. A plot could be on its own or part of a larger scheme.

Following a review of the register in December 2018 and a subsequent decision by Cabinet (Housing) in March 2019 a Local Connection Test was introduced to the application process in order to obtain a clearer understanding of the need for Self-build and Custom build housing development in the areas of the Winchester District which fall outside the South Downs National park(SDNP)area.

Those wishing to register for areas in the Winchester District that fall within the SDNP area should register with the SNDP.

The Register is divided into two parts:

Part 1 – comprises local demand for plots. If you want to be entered onto Part 1 of the Register all the eligibility criteria must be met including a local connection test.

Part 2 – comprises general demand for plots. Eligibility criteria must be met except the local connection test.

To complete this application you will need:


  • To be 18 or over

  • a UK Citizen, a European Economic Area Citizen or a National of Switzerland

  • Intend to make this build your main residence.
