Council Tax Rebate – Support for Energy Prices

**The Council Tax Energy Rebate - Standard Scheme application form is now live for non-direct debit payers**

 

Following the government announcement on 3 February 2022, households in England which are in Council Tax bands A to D will receive a £150 rebate from April 2022.

Eligibility

The Energy Bill Rebate is available to all households in Council Tax bands A to D, (or in Band E and qualify for the disabled band reduction) and consists of a one-off payment of £150 to eligible households.

If you are unsure of your council tax band, this can be found on your latest council tax bill or by visiting: Check your Council Tax Band

You must be liable for the Council Tax bill at the property to be eligible for the rebate. You will still be eligible if you receive 100% Council Tax Support, or are exempt because your property is occupied only:

  • By students or school/college leavers,
  • By person(s) aged under 18 years,
  • By severely mentally impaired persons
  • In the case of annexes, by dependant relatives.

Empty homes or second homes are not eligible for the rebate.

Only one £150 payment will be made per household, regardless of the number of occupants or liable council taxpayers and is to support all members of the household.

Payment

Direct Debit

If you pay your Council Tax by Direct Debit, and you are eligible, we will make the payment to you automatically. This payment will be made shortly after your first Direct Debit is collected for the 2022-23 financial year. Please allow 2 weeks for your payment to be made from the date of your first Direct Debit.

The payment will be made on the assumption that you were a liable council tax payer (or would have been if the property were not exempt) and that the property met the criteria set out above on 1 April 2022. 

If you sign up to pay your Council Tax by Direct Debit on or before 3 May 2022, this may make it easier for us to pay your £150 rebate if you are eligible:

Non-Direct Debit

If you were not set up to pay by Direct Debit by 4 May 2022, you will need to make an application for the energy rebate.

You will need the following to complete the application form:

  • Name
  • Address
  • Council Tax Reference Number (You will need to enter the first 7 digits – this number begins with 5)
  • Property Reference Number
  • Bank Account Details

The application will require a declaration, ID check and a bank validation check. A copy of the legal declaration can be found on the right hand side of this page.

A Counter Fraud Identity and Bank Check with a credit reference agency will be carried out. These checks are used to speed up the decision process. These checks will leave the following footprint on your credit file: Ascendant Solutions Limited (CVAL ML). These checks will not affect your ability to obtain credit and will not affect your credit score.

Please allow 3 weeks from completion of the application for the payment to reach your bank account.

If you do not wish for this payment to be made to you directly it can be paid on to your council tax account to offset any council tax for the 2022-23 financial year.

  • Confirmation that you wish for the Council Tax Energy Rebate to be offset against your Council Tax account

 

Discretionary Scheme

The Government will also provide funding for billing authorities to operate a discretionary fund for households in need who would not otherwise be eligible. The discretionary payments will be up to the value of £150. This could include, for example, individuals on low incomes who live in properties valued in bands E – H.

Our agreed discretionary scheme will be published on this website once determined.
