Update: North Whiteley approved by Planning Committee subject to Legal Agreement

At the reconvened Planning Committee meeting held on 12 October, the Committee resolved to approve outline planning permission for the 3,500 home scheme at North Whiteley. The decision is subject to the completion of a Legal Agreement to secure key infrastructure provision including the Secondary and Primary schools, highway infrastructure, public open space and community facilities.

Following concerns from Committee Members and local groups voiced at the earlier Committee meeting, the remaining issue in relation to transport infrastructure delivery was resolved, with the developer agreeing to a fast tracked off-site highway works delivery.

The Legal Agreement is currently being progressed by the Developer’s Consortium in association with Winchester City Council and Hampshire County Council

Once the Legal Agreement is completed and Outline planning permission granted, the next steps will be to work on the discharge of the technical conditions applied to the permission and also discussions on the next detailed applications for housing known as Reserved Matters applications.

There are expected to be a number of Reserved Matters applications to be submitted by the individual house builders that make up the Developer’s Consortium. Reflecting this the outline planning application was accompanied with a Design Code that provides a framework for the whole site to be developed to high quality urban design principles.

It is expected that all Reserved Matters applications will meet the requirements of the Design Code in order to achieve a well planned, high quality development that complements the existing community and environment.

A major development area to the north of Whiteley has been allocated by the Council’s local plan and provides the opportunity to secure important infrastructure and community facilities as part of a new residential neighbourhood close to major employment areas and the rejuvenated retail centre.

Alongside Hampshire County Council, Winchester City Council has been working closely with a consortium of developers and their advisors over several years to set the framework for a planning application for up to 3,500 new homes and associated infrastructure.

Parish Councils and local community groups have been kept informed of progress and have given advice on environmental and infrastructure issues.
