Bay Suspensions


A parking bay suspension request may be made for times when a specific parking bay or parking bays are required for a particular activity to be carried out, where it would not be possible from any other position or parking place. This would normally be to reserve space for a house move or a skip delivery. However, there are other circumstances where a parking bay suspension may be considered.

The majority of Winchester's parking bays are restricted 8am to 6pm, Monday to Saturday and some are restricted 8am to 10pm, Monday to Saturday (restriction times indicated with signs). If you require a parking bay suspension for a Sunday, or any other time outside of the restricted hours, on successful application for the suspension, we may place signs, however, our enforcement officers may not be available for attendance during the suspension.

We can only arrange a parking bay suspension for an area that is an on-street marked parking place (eg permit holders only, or pay and display). We cannot arrange a suspension for any unrestricted areas or for any 'no waiting' areas.

How to apply for / request a suspension

The standard cost for suspending a parking bay is £40.00. If additional days are required, or an unusually large suspension area is required, then a further cost may be involved depending on the nature of the suspension. If the suspension is required for an on-street pay and display parking area, there will be an additional charge based on the current parking fees for that location and number of parking spaces used. Please contact Parking Services if you are unsure of the cost of your required suspension.

To apply for a parking bay suspension, please either download the application form and post/deliver with payment as directed, or telephone Parking Services on 01962 848 346 with a credit/debit card, or visit our reception counter in City Offices, Colebrook Street, Winchester.

Ideally, your bay suspension request should be received at least 5 days prior to the suspension start date to allow preparation and installation of signs to notify users of the parking place. For suspension requests received within 5 days of the suspension request date, the suspension signs and cones may be arranged but the suspension may not be subject to parking enforcement.

A parking bay suspension request is granted at the discretion of Winchester City Council.

Terms and Conditions

Where a bay suspension is granted, while the object or vehicle is in the suspended parking place, it must be in use for the purpose specified, at all times during the suspension. If a Civil Enforcement Officer attends and feels that the parking bay is not being used for the reasons specified in the parking bay suspension request, a penalty charge notice may be issued to any unauthorised vehicle parking within the suspension area.

If the parking suspension is unsuccessful due to unauthorised vehicles parked in the requested suspension area, provided your initial suspension request was received with at least 5 days notice, we may provide you with one opportunity to reschedule your suspension for an alternative date free of charge.

No refund shall be given due to the suspension being unsuccessful due to unauthorised vehicles parked in the suspension area. No refund shall be given for cancellation of a bay suspension, unless notification of cancellation is received at least 5 days before the due date.

Other examples of situations where a Parking Bay Suspension may be appropriate

  • Highway or utility works
  • Furniture Removals
  • Skip to be placed on the highway
  • Building/maintenance/repair works where proximity to the site is essential, eg powered access platform/ scaffolding installation/drain vacuum machinery/tree shredder etc
  • Goods deliveries in respect of which it is reasonable to allow longer than that normally permitted by the regulations
  • The hearse and chief mourners' vehicles at funeral FREE
  • The bridal and attendants' vehicles at a wedding FREE
  • Vehicles essential to filming operations
  • Other circumstances where Winchester City Council may reasonably regard the requirement to be essential

Please note, that for skips, scaffolding or other building materials/machinery to be placed on the highway, the relevant permission should be granted by Hampshire Highways. In the case of a skip placement, the skip company will normally arrange this as part of their hire agreement.
