How to Pay

Payment of Penalty Charge Notices may be made by the methods detailed below.

It is the responsibility of the payee to ensure that any payment is received by the Council within any stated time period.With all payments please ensure that the Penalty Charge Notice (PCN) number is supplied so that the payment can be allocated correctly.

By Online Payment

Please use our E-Payment Facilities to pay your PCN Online. Please ensure that you have your PCN number, vehicle registration number and payment card details to hand to use this service. Your payment will be updated on the online information after the next working day.

By Telephone (Automated Payment)

For convenience payments can be made 24 hours a day, 7 days a week by using our automated telephone payment system.

By Telephone (Direct contact with Parking Services staff)

Credit and Debit card payments may be made by telephone on 01962 848 346. (Monday to Thursday 9am-5pm, Friday 9am-4.30pm)

In Person

Payments may be made in person at the Parking Services Counter at City Offices, Colebrook Street, Winchester. Opening hours are: Monday to Friday 9.00am to 4.00pm, Saturday and Sunday closed.

Alternatively payment can be made at The Cashiers Office, Winchester City Council, City Offices, Colebrook Street, Winchester, Monday to Friday 8.45am-4.00pm only.

By Post

Send Payment (cheques and postal orders only), payable to Winchester City Council and post to Parking Services, Winchster City Council, City Offices, Colebrook Street, Winchester, Hants, SO23 9LJ.Please include any payment slip provided, completed as required.  

If posting your payment, to avoid any claim for full or increased charge, please ensure that payments are made with consideration to Royal Mail delivery times and potential delays to this. If you require a receipt you must enclose a stamped addressed envelope.
