Leader announced for independent Silver Hill review

Claer Lloyd-Jones, a former Chief Executive, City Solicitor and Director of Law & Democratic Services, has been appointed to lead the independent review of Winchester’s Silver Hill decisions.

She recently conducted independent reviews for Barnet Council into unlawful decision-making at its Annual General Meeting and into Southwark Council’s controversial major works programme at Dyson House, Elephant and Castle.

Ms Lloyd-Jones was selected by Winchester City Council’s new Leader, Cllr Frank Pearson, from a shortlist of three recommended by the Local Government Association.

The starting point for the review is the City Council’s 2014 decision to agree changes to the Silver Hill agreement following independent legal advice, but it will be for Ms Lloyd-Jones to determine the terms and scope of the review.

Cllr Pearson said:

I have instigated this review so that we can learn lessons about our processes and decision-making and move forward.

Claer Lloyd-Jones has a wealth of public sector experience and direct experience in running reviews of this kind. Importantly she has no connection with Winchester or Hampshire. She has complete discretion to run the review as she sees fit.

It is expected that the review will report in the spring or early summer after the elections.
Ms Lloyd-Jones is a solicitor. She was Chief Executive of the Tenant Services Authority, City Solicitor at Brighton & Hove Council and Director of Law & Democratic Services at the London Borough of Hackney. She was also Chair of the Greater London Authority’s Standards Committee for five years. Ms Lloyd-Jones sits as a part-time Tribunal Judge.
