Home Improvement Loans

Winchester City Council has introduced the Home Improvement Loan to help people who cannot afford to carry out certain types of essential repairs to their home.

The loan is available for privately owned homes which fail the government’s Health and Safety Hazard Rating System. The loan can be used for roof repairs, dealing with rising damp, replacing dangerous electrics, improving heating, or adding insulation.

The Home Improvement Loan is an interest free loan with no monthly repayments. In most cases the loan is only repaid to the council when the property is disposed of.

To be able to apply for the loan you must live within the Winchester District, be an owner occupier with no additional home, and be on a low level of income. Home owners on income support, Income Based Job Seekers Allowance, Guaranteed Pension Credit, or Council Tax benefit can also apply for the loan.

The loan only applies to properties that are at least 10 years old.
