Silver Hill planning application approved


On Tuesday 27 March Winchester City Council's Planning Development Control Committee approved the application for the redevelopment of the Broadway Friarsgate area of the city.

The City Council as a landowner has entered into a development agreement with Thornfield Properties for regeneration through a mixed use scheme including retail, residential and employment uses. The Planning Committee had to decide independently whether the scheme was acceptable in planning terms.

Prior to the meeting Cllr George Beckett, Leader of the Council said, "These are exciting times for this proposed development and we are pleased that Thornfield have listened to comments made during the consultation.

"We have seen a number of changes to the plans in terms of public open spaces, design, and the size of some of the buildings. We have approved this scheme in our capacity as landlords but of course the Planning Committee is a separate decision making body with different objectives and has to reach its own conclusion."

The report that went to the planning committee had an officer recommendation to approve the application subject to a large number of conditions. There was an opportunity for public participation before the committee began to discuss the development, and for people to raise concerns or support the application.
