Winchester City Council appoints new Head of Planning Control

Winchester City Council has appointed Fiona Tebbutt as its new Head of Planning Control.

Fiona, who has a planning degree and a diploma in urban design, has broad experience in the planning field. She is currently an associate partner in a large private practice and was previously Development Control Manager with Basingstoke and Deane Borough Council, managing up to 32 staff.

Prior to this she held various other planning roles at Basingstoke including that of Senior Planning Officer. 

Fiona will have responsibility for development control, enforcement, planning support and the landscape team, and will act as the principle professional advisor to the Council on planning control issues within the Development Directorate. 

The role has been created to complement the Head of Strategic Planning role held by Steve Opacic, who takes the lead on planning policy and the Local Development Framework.

Councillor John Beveridge, the City Council's Portfolio Holder for Planning, said it is the first time the Council has had a post that concentrates solely on providing leadership to the planning control process. 

"We are delighted to have been able to appoint such an experienced and well regarded professional to this post.  Fiona has seen the process from both the local authority perspective and from private practice, which will be very helpful as we tackle the complex issues ahead of us.

"Planning is very important for Winchester and it is clear from the high standard of applicants for the post that people want to work in an area where driving up the quality of service and the quality of development represents a high priority.  We will be interviewing for a senior team leader's post shortly and also have a very good field of applicants for that" he added.

Fiona was the first choice candidate from a strong field of applicants and will start in early October.
