Current Consultations:

LPP2 Main Modifications Consultation

The Council has prepared a schedule of Main Modifications, which reflect matters raised in the Inspector's Note of Initial Findings, together with a schedule of Additional Modifications which the Council is proposing to add further clarity in response to matters raised.

Both schedules are published for consultation for 6 weeks from 28 October until noon on 12 December 2016.

The Modification schedules, tracked-change version of LPP2 showing all Modifications and proposed edits, together with the Sustainability Appraisal/Strategic Environmental Assessment(SA/SEA) and updated evidence, can also be viewed online on the City Council's website www.winchester.gov.uk/planning-policy/local-plan-part-2.

Your comments should be sent using the online consultation system here; winchester.citizenspace.com/policy-and-planning/modifications-lpp2/ or by using the form provided on the LPP2 webpage (www.winchester.gov.uk/planning-policy/local-plan-part-2)  and be submitted online, by post or by email to; LDF@winchester.gov.uk. Completed paper forms, which are available at the places where the Plan and Modifications can be inspected should be returned to the City Offices at the above address. All responses must be received no later than noon on 12 December 2016.

Please be aware that all comments we receive will be publicly available and will be included on our website.

Denmead Village Design Statement: local consultation.

Following adoption of the Denmead Neighbourhood Plan, Denmead Parish Council held a local consultation on revisions to the Village Design Statement (VDS) between 3 August to 11 September 2015. The draft document and can be found on the Parish Council's website:- www.denmeadparishcouncil.co.uk 

Once the Parish Council submits the draft VDS to Winchester City Council for adoption, the City Council will carry out a formal consultation in compliance with the Town and Country Planning (Local Planning) (England) Regulations 2012. This consultation will be advertised in due course on this web page.

Customer Service - How well are we doing? 

Delivery of excellent customer service is a key corporate priority for Winchester City Council. The Strategic Planning Team deals with many enquiries and holds consultation events on a regular basis. We created a short survey based on how well you think we communicate with you and how well we respond to your specific enquiries.  This survey closed on 30 June 2015.

Local Plan Part 2 - Informal consultations with local communities.

The City Council worked with communities to identify their development needs in more detail and to explore which sites, if any, should be allocated to meet these needs. Consultations with local communities in the settlements affected were held during 2013 and early 2014, with the final informal consultations ending 4 April 2014 (Winchester Town). Community Infrastructure Levy (CIL) Draft Charging Schedule - Submission: 26 July 2013 to 23 August 2013 (12 noon deadline)

CIL Preliminary Draft Charging Schedule: 14 December 2012 to 1 February 2013

Local Plan Part 1 - Joint Core Strategy Submission: 18 June 2012 to 30 July 2012

Local Plan Part 1 was Submitted to the Secretary of State on the 18 June 2012, after publishing the Plan for a six week period earlier in the year for representations on its ‘soundness’.   Between the 18 June 2012 to 30 July 2012, there was an opportunity to update comments on the Pre-Submission Local Plan Part 1, or make new comments related to the Council’s Schedule of Modifications or the publication of the National Planning Policy Framework.

Local Plan Part 1 - Joint Core Strategy Pre-Submission Consultation: 25 January to 12 March 2012

The Winchester District Core Strategy has recently been renamed as Winchester District Local Plan Part 1 - Joint Core Strategy, to reflect the changes in Government policy and the emphasis on localism and local plans, and given the fact that it is produced jointly with the South Downs National Park Authority.

Plans for Places… after Blueprint: 27 June to 8 August 2011

Following the Blueprint exercise, where communities from across the District told us how they wanted housing, employment and community facilities to be provided in their areas, Plans for Places was our response and suggests how this should be translated into a development strategy for the Winchester District up to 2031.

The consultation period ran from 27 June 2011 to 5pm on 8 August 2011.

Blueprint: 4 October to 10 December 2010

The Blueprint Consultation was open between 4 October 2010 and10 December 2010.

Parish Councils and local groups were encouraged to run their own events and many took the lead by not only organising their own events, but encouraging other local groups and individuals to participate and then coordinating responses to send back to Winchester City Council.

The feedback will be discussed at the LDF(Cabinet) on 23 February 2011 and can be viewed on the Blueprint responses page.

Core Strategy - Preferred Option Consultation: 14 May to 3 July 2009

The consultation on the Preferred Option was open between 14 May and 5pm on the 3rd July 2009. All the comments sent into the Council on the Preferred Option document have been loaded onto our website.

As part of the consultation on the Core Strategy Preferred Option, a series of exhibitions were held around the District to provide information on the content and role of the Preferred Option. At the exhibitions officers answered questions about the Core Strategy and the LDF in general. The times and dates that the exhibitions took place are set out below.


Core Strategy - Stakeholder meetings: September 2008

During September 2008 the City Council held a series of meetings with invited partner organisations to discuss the different options put forward during the Issues and Options consultation held early in the year.

The meetings were held in five locations across the district; New Alresford, Bishops Waltham, Whiteley, Wickham and Winchester. They were an opportunity for a variety of topics to be discussed.

The results will be fed into both the preparation of the Core Strategy and the refresh of the Strategic Community Strategy.

The key points from each meeting are set out below. These are summary points from the meetings rather than a comprehensive record and the points listed do not necessarily represent a consensus view.

Core Strategy - Issues and Options Consultation: 3 January to 15 February 2008.
 

The consultation on the Issues and Options paper for the Core Strategy was open between 3 January and 15 February 2008.

Live for the Future: February to March 2007
