[Discontinued] Planning Development Control (Telecommunications) Sub-Committee
What does it do
Please note that following a decision of the full committee on 18 November 2010, the Telecommunications Sub-Committee has been disbanded. When necessary, such applications would now be dealt with by the full committee.
The Telecommunications Sub-Committee considers prior notification applications and full planning applications for new telecommunication masts, associated equipment and other related structures. These will generally be in excess of 3 metres in height above ground level and include new masts on buildings.
The Membership of the Committee is drawn from the main Planning Development Control Committee. For 2008/09 the Chairman of the Sub Committee is Councillor Huxstep and the Vice Chairman is Councillor Jeffs.
The Sub-Committee will consider the following when determining mast applications:
Masts generally under 15 metres, excluding antenna (Prior Notification Applications)
(i) Siting and appearance only
Masts generally over 15 metres (Full Planning Applications)
(v) Effect on amenity of adjacent properties
(vii) Anything else that would be a material consideration for a normal planning application
The Sub Committee will meet to discuss applications for masts and structures under 3 metres in height at the Head of Planning Management's discretion, unless there is a specific request from the relevant Ward Councillor to hold a meeting.
The Sub Committee deals with telecommunications applications in one of three ways:
(i) For those applications which, in the opinion of the Head of Planning Management (in consultation with the Chairman) do not require a site visit, may be determined by a meeting of the Sub-Committee (held at the Guildhall, Winchester) or the next available of the Planning Development Control Committee, which ever is most expedient. Those members of the public wishing to speak at Planning Development Control Committee should note the separate procedure that requires them to firstly register by 4pm one clear day before the meeting.
(ii) For those applications which, in the opinion of the Head of Planning Management (in consultation with the Chairman) require a site visit, will be determined on site. Those members of the public wishing to speak at the Sub-Committee need not register before hand, but should note the arrangements set out below.
(iii) For those applications that, in the opinion of the Head of Planning Management (in consultation with the Chairman), are likely to generate significant public interest, the Sub-Committee only (guided by officers) will visit the site prior to a public meeting, which will be held immediately afterwards. This meeting will be held at a local hall or at the Guildhall, Winchester, depending on the location of the application.
Public participation at the meeting will be limited at the Chairman's discretion as follows:
(i) Three minutes for representations against the application (objectors are recommended that they nominate a single speaker)
(ii) Three minutes for the parish councillor representative
(iii) Five minutes for each ward member
(iv) Three minutes for representatives in support (this often means the applicant)
