3 - London and Henley (Winchester) Ltd, application for "Middle Brook" Winchester
This special meeting of Winchester City Council's Planning Development Control Committee will be considering an application for conservation area consent and a planning application from London and Henley (Winchester) Ltd for the Friarsgate Building, Middle Brook Street, Winchester. The applications propose:· the demolition of retail units, post office and multi storey car park and,· the development of mixed-use site incorporating retail units the associated service area and café unit; 133 dwellings (including affordable housing) with underground car parking/cycle store, new access and associated landscaping.As the Council has not determined the planning application within the statutory timeframe, the applicant has lodged an appeal with the Secretary of State. Accordingly, the planning application will now be determined by the Secretary of State in accordance with the appeal procedures.In light of the appeal, this Committee will consider what decision it would have taken on the planning application had the appeal not been lodged and, if the decision is that the application would have been refused, the reasons for refusal that would have been attached to the planning decision notice.The Committee will determine the application for conservation area consent (which is not the subject of an appeal).Public Participation for this item will be in accordance with the following, subject to the Chairman's discretion:-- The Public Participation section of the discussions will be limited to 3 minutes per individual person and 6 Minutes for representatives from Parish Councils and amenity groups. All speakers are required to register with the Public Speaking Co-ordinator prior to 4.00pm Tuesday 15 May 2007 on (01962) 848 339. The Chairman may exercise his discretion on the operation of Public Participation depending on the numbers of the public that register to speak.- City Councillors not on the Planning Committee, including Ward Members, speak at the Chairman's discretion, but are requested to notify the public speaking co-ordinator before the meeting and limit their speeches to 6 minutes. Please register with the Public Speaking Co-ordinator prior to 4.00pm Tuesday 15 May 2007 on (01962) 848 339.- The Applicant will be allowed a minimum of 15 minutes, with longer if appropriate at Chairman's discretion in the light of the number of objectors who have given prior notice.- Once all the delegations from the public have been heard, there will be no further public participation in the subsequent debate, although of course the public are encouraged to remain in the meeting room to hear the debate and decision.- Officers to provide a response to points raised in Public Participation.
