Conservation Areas

Conservation Areas are described as areas of ‘special architectural or historic interest the character or appearance of which it is desirable to preserve or enhance’ Planning (Listed Buildings and Conservation Areas) Act 1990. They are designated by local planning authorities. The legislation relating to Local Planning guidance and advice concerning conservation areas is set out through this and the act mentioned above.

The Winchester district has thirty-seven conservation areas; some within the South Downs National Park. In order to check if an address is in a conservation area, please see the interactive map.

As a Local Planning Authority, Winchester City Council helps to manage change within the designated areas in accordance with Local Plan Policy and the National Planning Policy Framework (Town & Country Planning Act 1990). Under some conservation areas delegations, special controls are enforced in order for the local authority to protect specific features of buildings or of an area through another layer of management Article 4 (2) Directions. This can include regulations on doors and windows.

Some forms of development can happen without the need of planning permission, for instance, development affective single-occupancy dwelling houses. Please refer to the list of frequently asked questions page linked below that may assist homeowners’ queries.  However, this is only a guide and advice of various planning matters (including those affecting flats, commercial premises and shops) further information can be found via the Planning Portal.

The Winchester Future 50 Conservation Area Project,sets out a pilot scheme that has allowed the council to ensure the improved management of these areas.

Historic England annually compiles a Heritage at Risk Register. This includes buildings and conservation areas deemed to be the most at risk and in need of safeguarding for the future.
