Forward Plan

Councillors and Committees

The Forward Plan of Key Decisions is produced by the Council to help give advance notice of Key Decisions (as well as matters to be dealt with in private meetings) to be made by the Cabinet and its committees, Portfolio Holders or officers. The latest and archived plans can be found below.

The Forward Plan is updated and replaced every month, and shows those decisions to be taken within the given period.  The Local Authorites (Executive Arrangements) (Meetings and Access to Information) England Regulations 2012 require the Council to give at least 28 days notice before a key decision is made.  However, there are special arrangements for urgent decisions if this notice can not be given.  Any late additions to the Forward Plan for a month are published alongside the Forward Plan below.

Key Decisions included in the Forward plan are those which are financially significant, or which have significant impact on others. These include decisions involving income or expenditure of £200,000 and above, or decisions having significant effects on people or organisations living in two or more wards.

Anyone who wishes to make representations about any item included in the Forward Plan of Key Decisions, or as to why a matter is to be dealt with in a private meeting, should write to Winchester City Council, City Offices, Colebrook Street, Winchester, Hampshire, SO23 9LJ, or email democracy@winchester.gov.uk

Where a document is a committee report, it is usually available to view 5 days before the meeting, although confidential and exempt reports are not available to the public.
