The Council has an over-riding aim to achieve value for money in what it buys and tries to provide a ‘level playing field’ for local businesses to compete for its business.

Procurement has a broader meaning than that of simply purchasing. It means securing goods and services that best meet the needs of users and the local community. The process covers the whole life cycle of a product or service, from identification of needs through to the end of the life of the asset or service.

The Council sees procurement in the context of its Sustainable Community Strategy and the Council’s overall values. Procurement decisions are taken in light of broader outcomes that the Council is seeking to achieve and not entirely focused on price alone.
