Winchester City Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance Status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

The content listed below is non-accessible for the following reasons.

1. Some documents are in PDF format and are not accessible in a number of ways, such as having incorrect document structures, labels or alternative texts. Non-HTML documents published on or after 23 September 2018 must have an accessible format.

2. We embed some video clips on our website that do not reflow properly when viewed at 400% zoom. This fails WCAG 2.1 success criterion 1.4.10 (Reflow).

We have many non-HTML documents published before September 2018. The regulations state they do not need to be accessible, unless users need them to use our service.

These are mainly:

• historical investigation reports (public interest reports)

• historical focus reports

• historical copies of our annual report and accounts

We do not plan to replace these documents with more accessible formats. However, users can request these in alternative formats using the contact details above.

Any new PDFs or Word documents we publish will meet accessibility standards.

Our approach to testing was to identify a representative sample of pages by:

• using analytics to understand the most commonly used pages

• using our insight to identify the pages most crucial to accessing our services. For example, the pages providing people information about how to complain to us

• including in the sample most of the common page templates used on our website

We also reviewed every page for readability and correct heading structure.

We have a large number of other websites and third party sites which we know do not meet the required level of accessibility. We have an ongoing project to decommission and evaluate these websites and where appropriate rebuild them to the required standards.
