Disabled Persons Bus Pass
Disabled persons are entitled to a Free fare National off-peak bus pass from Winchester City Council.
From 1st April 2008, with the free off-peak bus pass, you will be entitled to free travel on local buses anywhere in England between 09.30am and 11pm, Monday to Friday, and all day Saturdays, Sundays and Bank Holidays. Eligible Winchester City Council residents will also be able to use the local buses in the Winchester District only, from 9am Monday to Friday.
Qualification
In order to qualify for either of the above concessions you must be permanantly living in the District of Winchester and registered disabled with the Adult Services Department of Hampshire County Council under one of the following categories:
a) blind or partially sighted
b) profoundly or severely deaf
c) without speech
d) with a disability, or have suffered an injuy, which has a substantial and long-term adverse effect on your ability to walk
e) without arms or the long-term loss of the use of both arms
f) severe learning disability
g) would have or has been refused a driving licence under section 92 of Part III of the Road Traffic Act 1988
Application
To apply for a bus pass the following form needs to be completed.

- One recent colour passport-size photograph with your name written on the reverse
- Yellow Social Services Disabled Card or higher Disability Living allowance*
- and proof of your residency within the Winchester District (see form for acceptable proofs)
*Registered blind applicants will need to provide their Blind Persons Card.
*Persons in category (g), who do not hold a yellow Social Services Disabled Card or are not in receipt of higher Disablility Living Allowance, will need to provide either a letter from DVLA confirming refusal/revocation of driving licence or other medical evidence from an independant doctor.
