Park and Pay by Phone - An Introduction
Several Winchester City Council car parks operated with a Pay By Phone parking payment option. Rather than having to put money into a pay and display machine, you can use your mobile phone - which means no more worrying about whether you are carrying the correct change as the cost of parking is simply charged to your credit or debit card!
The service is available in the following car parks and their Location Numbers are:

What are the advantages of this system?
- No need to hunt for a pay and display machine - you can pay for parking without having to leave the comfort of your own car!
- No need to worry about having the correct change
- No need to display a ticket in your vehicle
- No need to rush back to your vehicle as you can extend your parking session from your mobile phone wherever you are! This means there's a lower risk of receiving a Penalty Charge as you don't have to worry if you're stuck in a queue.
How do I pay by phone?
Just call 0844 844 9996 and follow the instructions of our automated touchtone system.
If you are calling for the first time, you will need to have a valid credit or debit card with you, as well as your vehicle registration number (VRN).
Before ending the call, you must wait for confirmation of your transaction to ensure your details have been registered on the system.
How do I pay by text message?
As an existing user of the scheme, please text 65565 with the following information:

How much does it cost to use the service?
Phone and text messages are charged at your service provider's standard rate. However, there is a service charge for Pay By Phone parking in addition to the parking fee as follows:

If you have chosen the option to receive text confirmation, it should arrive within 5 minutes. If not, please call 01962 848 346 to check that your payment has registered.
The council recommends that any user of the system checks their profile via the Pay By Phone website http://www.paybyphone.co.uk for the following reasons:
- To ensure their details are correct
- They can amend their profile accordingly (for example, asking for email receipts for each transaction or text confirmation for each parking session or for text reminders).
